Budget 2027: What You'll Actually Notice
Pet vet bills, AI subscriptions and sports shoes are proposed as tax-deductible for YA2027, plus wage, relief and first-home stamp duty changes.

Malaysia’s Budget 2027 was presented on 9 October 2026. Everything below is proposed for YA2027 (year of assessment 2027) unless noted otherwise, nothing here is in force yet. Different measures need different steps to actually take effect: tax changes need the Finance Bill, the minimum wage needs a new Minimum Wages Order, and aid programmes follow their own administrative rollout, so check the applicable legislation, official rules and commencement date for whichever measure affects you. Most coverage leads with the RM459.84 billion total. That number matters for the country’s books, but it’s not what changes your own tax return. Here’s what’s actually proposed to change, what it’s worth in practice, and the big national numbers afterward.

If You’re Also Thinking About a KL Condo
Budget 2027 touched property too. The headline measure: full stamp duty exemption on a first home up to RM500,000 continues (proposed extension through 2030), and for homes up to RM750,000, the first RM500,000 would be fully exempt with 50% off the rest, for SPAs executed 1 January 2027 through 31 December 2030. There’s also a restated SJKP housing-guarantee scale. These are proposals, not yet in force, and they don’t change what’s already live today. Our stamp duty guide and SJKP guide cover the current rules in more depth.
If a KL condo purchase is one of your 2027 plans, you’re welcome to send Edwiin the two properties you’re comparing.
Things You Probably Didn’t Expect to Be Tax-Deductible
- Your pet. Adoption fees from a registered animal shelter, and vet bills for vaccination and sterilisation, are proposed to be added under the RM2,500 lifestyle tax relief. Not a new allowance on top, it shares the same cap as everything else in that category, but it's the first time pet costs would count at all.
- Your AI subscriptions. ChatGPT, or any other AI software or app subscription for yourself, your spouse or your child, is proposed under that same RM2,500 lifestyle relief.
- New sports shoes. Up to RM300 of sports shoes is proposed to count toward the existing RM1,000 sports lifestyle relief, the same bucket that already covers gym fees and sports equipment.
- Postnatal care. A new RM3,000 relief for postnatal care services is proposed, inside the RM10,000 health and wellbeing relief (the category that used to be called "medical treatment").
Your Income Tax Bill, With an Example
The headline change is the basic personal relief rising from RM9,000 to RM12,000, the first revision since 2010. Two tax bands also drop by 1 percentage point, and a new band is proposed:
- RM70,001–100,000: 19% → 18%
- RM100,001–150,000 (new band): 24%, down from the 25% this range used to sit in
- Earning over RM1 million? The top 30% rate would now start above RM1,000,000 in chargeable income, down from RM2,000,000. That widens who pays the top rate, it is not a cut for top earners.
What relief is actually worth: a tax relief lowers the income you’re taxed on, it isn’t cash back. If your chargeable income sits in the proposed 18% band, the extra RM3,000 of relief (RM12,000 vs the old RM9,000) is worth up to RM3,000 × 18% = RM540 off your tax bill, not RM3,000 in your pocket. In the new 24% band, that same RM3,000 is worth up to RM720. This is illustrative, your actual saving depends on your full chargeable income, filing status and other reliefs claimed, not just this one change.
Put together, the government’s own estimate is that the relief increase and rate cuts give up to RM1,600 in extra disposable income to around 5 million taxpayers.
If You Deliver Food, Drive for Grab, or Care for Aging Parents
- Gig and platform workers (passenger transport, food or goods delivery, hawkers) would get mandatory PERKESO-style protection under a scheme called LINDUNG KENDIRI, proposed within the existing RM350 relief. A new, separate RM150 relief is proposed on top for voluntary contributions, covering accident protection and 17 other non-mandatory sectors.
- Caring for parents or grandparents gets easier to claim: the relief is proposed to widen from medical costs only to general caregiving expenses at home, in day care, or in residential care. The proposal broadens eligible expenses; no increase to the existing RM8,000 cap is stated in the source.
Planning Travel or Study in 2027?
- Domestic tourism relief (RM1,000 for museums, zoos, theme parks, national and marine parks, geoparks, and arts/culture programmes) would be extended for one more year, into 2027.
- Study and skills relief (RM7,000 cap, unchanged) is proposed to broaden from a specific list of professional fields to any field of study, certificate through PhD, plus a RM3,000 sub-limit for TVET courses and a RM2,000 sub-limit for personal-development courses or your children's STEM, arts, language or religious tuition. Same overall cap, wider scope.
The Big National Numbers, Briefly
- RM47.7 billion / nearly RM69 billion for Health and Education, both up from 2026.
- RM18.7 billion / RM16.2 billion federal allocations to Sabah and Sarawak.
Current Details to Confirm
Everything above is a Budget 2027 proposal as announced on 9 October 2026. Tax measures need the Finance Bill, the minimum wage needs a new Minimum Wages Order, and aid programmes follow their own administrative rollout. Check the applicable legislation, official rules and commencement date with LHDN, SOCSO or the relevant agency before planning around any figure above.
